Will this drive work with 220v at 50 HZ on the input side?

Yes, according to the Teco user's manual the input voltage range for this drive is 200-240V using either 50 or 60 Hz. The drive parameters will need to be adjusted for 220V @ 50Hz operation per the manual included with the drive.

I need one that is rated 40 amps. What is this one rated?

If your supply voltage is 230v THREE phase input you can go with model # E510-215-H3-U. This is good for up to 48amps. If your supply voltage is 230v SINGLE phase you will need a different drive. Please give us a call so we can explain your options.

Will this power a 1 phase motor? if not, does such a vfd exist? do all vfd necessarily output 3 phase?

This one, the one I have is a 1 ph in and 3 ph out. They do make VFD's that are just Frequency controllers. This is not it.

I'm not understanding the contacts exposed right next to the controls. Is there some type of cover missing in the picture?

Those contacts are for connecting the AC input voltage, in my case, 240 VAC, and 3 output conductors to your 3 phase motor. The other contacts are for control. In my case, I have an auxiliary box which contains a potentiometer to control motor speed, a momentary on-off switch, and a FWD - REV switch. I believe those controls could be computer-controlled as well. TECO has tech support that was very helpful in helping me get mine set up. YouTube has a number of videos that I found helpful. TECO expects you to provide your own cover for the terminals, which in my case is absolutely necessary, as mine is mounted on a drill press. Hope that helps.
