Is this a used pattern? If so, is it cut?

I have purchased several patterns through Amazon. All of them, including this one were new and had not been cut to a particular size.

What size is this pattern? I need an extra large or plus size.

The pattern has XL, breast/chest 46-48 ins. Hip47-49 in’s.
