Really only for installation. You may need a custom-made tool to remove hundreds of points if you are a professional, but if it’s just a few points a fine screwdriver (screwdriver for small screws) and a needle nose pliers would be all you would need.

Will this tool be effective on a oak wood picture frame?

The main purpose of this tool is to help push push pins in. You must sue a box cutter to slowly cut into the wood first, and then use this tool to push the push pins into the slot you just created,

Will it push into plastic frames?

Insertion pressure will very depending on the hardness of the frame material. The tabs on the "nail" won't tolerate much insertion pressure before bending.
