No, it is NOT petroleum or glycerin based. However, one of the ingredients listed is glycerin. I have used this hand cream for over 30 years and found it to be non-irritating and very effective in eliminating rough, dry hands. As soon as the temperatures drop I put it on at night before bed. During the day I will even use it and I've found that it lasts thru several hand-washings too! I think you will be pleased with this hand cream!
