Q: How many barrels will the cutting blade do before replacing?

I went threw 56 drums and still on the original blade without sharpening.

It cuts the top inside if the rolled rim leaving the rolled rim intact. It can leave sharp edges on inside of the folded rim. The deheader is like a giant can opener. Part if it looks on the outside of the rim and you push the handle down and a blade cuts a small section on the inner side of the rim. Scoot the tool forward and repeat. I have only used it on 2 standard steel 55 gallon drums.

Q: Trying to cut a 3.5 steel pail with this tool. Is it possible?

3.5? Must have bevel similar to 55 gallon drum. I'll try on a 30 gallon steel drum if that's what you mean?
