Will this chock handle a 130 MM (5.12 inch) wide tire?

The bike I use the stand with has a 4.50" wide front tire. I measured the stand and it is 5.75 inches wide. I believe it will handle you 5.12 inch wide tire just fine.

Will it fit my 2015 harley 883 sportster?

It should we used it on Kawasaki Vulcan 800
