Is this a complete kit, or will I need to purchase anything else to operate it? I have a 2006 Mercury 9.9 four stroke engine

Mine came as a complete kit. You might want to also look at a hydraulic system, ck out Garmins new system. Supposedly more strength plus it has GPS, throttle and steering

Can the controller for the trollmaster pro3 be used in conjunction with the panther electro steer remote

You can’t use the wired remote and the panther at the same time… it’s one or the other. Might be able to call and see if they make a Y but I don’t think so.
