Is this a legit lego technic 42110 land rover defender or a duplicate?

That is a hard yes because it has lego blasted all over it. Otherwise heavy copyright infringement

We got the Lego version when we ordered it

Does this actually run once you have put it together, or is it just something that you put on a shelf?

It certainly moves on pushing it and also looks good on a shelf. My kid (8 years old) really enjoyed putting it together. It has some details car parts that I did not know about.
