Q: do they lock shut when not in use?

No, they come inserted into a piece of cheap plastic tube and I stick the snips back into it and then in my sewing box when I am done with them.

Q: Exactly how do i get the replacement blades for these snippers? I can't find them.

I have an older one of these that needed blades and I found the blades somewhere, but they were the same price as a new clipper from Amazon. So yes you can.
