Q: Are the ends bendable 90 degrees out for attaching to the panel cross bars?

Its designed to attach flush "underneath" the hinges/hasp and strut's that holds the garage door panels together. Its not designed to be bent 90 degree's. However, its made of steel so you could bend it if you know what to do.

Q: My top panel is 16.5” will it still work?

For a good working door opener you do need this bracket. Without it your door will eventually be damaged, sometimes seriously. After review of the posted information I don't see a listed minimum length of this item. Then, first and foremost it depends on your your abilities and skills. Your top section at 16.5 inches is shorter than the listed length of 18.0 inches. If it can't become a shorter length as purchased then you must shorten it. If your skills, tools, and abilities permit, shortening of either or both components would be required. Once done, trimmed up on sharp edges, it may be necessary to drill additional cross holes. That said, if your skills and abilities match, then buy one. If not, this will not work.
