Can this pump transfer cake batter?

doubt it. Cake batter would be too thick.

Would this pump work to recirculate household hot water back to the hot water heater? Municipal system at 40-50 psi.

You could probably make it work, but you would definitely want a different pump for that. For one, this pump is not self-priming.
