Q: Can this be left open all the time so if it does freeze outside it will automatically drain into a container ?

That is what I do in very cold weather such as we are experiencing this winter. Make sure the container is not less than ten litres and check it regularly so it does not overflow. When the weather is better then the valve can closed and the container dispensed with. A bit messy but better than wrecking your boiler with condensate.

Q: Can this be easily retro fitted to an existing boiler by your average home DIYer?

Hi yes it is easy to fit,just cut the pipe to the right length. Put one end of the pipe in the top it the Buoy and the other end in the bottom. I fitted a jubilee clip at both ends to make a water tight fit. Hope this helps. Thanks Ron
