Copper sulfate 1M can be used for electroplating which can help resist rust. Never heard of using copper sulfate to get rid of rust. Usually, an acid like phosphoric acid is what you use to get rid of existing rust.

This product is designed for scientific use and is not for consumption

I'm sorry we can't confirm that. Again, we are not familiar with any application using copper II sulfate to either remove rust or use as a test for the presence of rust.
