Q: Does this fit a 2019 Dodge Charger gt?

As long as u have the raised spoiler and not the flat one that come on some models it should fit fine. Remember u may need a hand holding it in place to drill the holes. I suggest pre-tap holes, then remove the bill and drill the hole big.

Q: Whats the difference between v2 and v3?

The V2 design wickerbill has more of a round design without the two slit holes as accents. As demonstrated on the V3 series wickerbill. The V3 series wickerbill has a sharper edge design.

Yes. Your drilling into the spoiler not the car.
