Can this be used on spark plug threads?

Yes. Nickel-Cadmium is metallic and will not cause a problem. Please remember the use of never-seez affects the torque values by 10-15%. There is spec sheet that provides the exact torque compensation so just make sure you review this first otherwise you could over-torque. There might be a slight smoking when the engine heats up and this is expected since the flashpoint is so high. I have used this product in the nuclear industry for years and is an excellent product. Remember, you do no need a lot to do the job.

Can I use on exhaust manifold bolts?

This if strait from the Bostik website for this product..."Formulated with nickel and graphite-based ingredients, this nickel anti-seize compound is able to withstand temperatures up to 2400°F and is well suited for fasteners in exhaust manifolds" So I would say yes.
